[請問] 每天都聽到隔壁棟的動物哀嚎聲

我強烈懷疑我家隔壁棟有在虐待動物，每天早上或晚上，都會聽到
貓或狗的哀嚎聲，叫的很淒慘，請問有什麼方式可以舉發呢?
